Development of a fan-shaped highway network through the construction of second and third-loop expressways, for use exclusively by automobiles.

: Through the construction of second and third loop expressways linking the outskirts of the city with the surrounding cities and counties, a broader transportation system will be established (2005-2015, KRW 3.4702 trillion won).
: The goal is to complete construction of the second loop expressway by 2007, and the third loop expressway, which passes through Jangseong, Naju, Hwasun and Damyang, by 2015.
   
Prompt construction of highway network linking Gwangju with other major cities
: Early completion of a highway network linking Gwangju to major cities and counties in Korea's southwest within one hour's driving time (2001-2015, KRW 3.241 trillion won).
   
To provide high-speed land transportation in the Honam region through early completion of the Honam high-speed railway
: A concerted effort will be made throughout the region, in conjunction with other local governments in the Honam area and the political sector, to enable prompt construction of a Honam high-speed railway.
: Goal of opening a new rail link from Bungi Station to Mokpo in the Jungbu area by 2015.
